Kelp Meal provides 60 trace minerals and small amounts of nitrogen.  Kelp is also a plant growth enhancer that help the tiny plants make rapid vigorous growth.  This package is 1 1/ 2 cups of high grade cold processed meal.  If you are planting shoots this is enough to plant 72 - 3"x 6" trays.  Soak the dry meal in water before adding to the tray with compost.
